Foreign Chambers Policy Summit 2026
We were honoured to participate in the Foreign Chambers Policy Summit 2026, hosted by AmCham Uganda at the Sheraton Kampala Hotel, which brought together policymakers, investors, development partners, foreign chambers, and industry leaders to discuss Uganda’s evolving legal and regulatory landscape.
The summit provided a valuable platform for dialogue on key legislative and policy developments, including the Protection of Sovereignty Bill and the Employment Act framework, and their potential implications for investment, trade, compliance, development partnerships, and the broader business environment.
Our team — Isaac Ssali Mugerwa, Dinah Ann Nambi, Samuel Taremwa, Hilda Afekuru, and Leon Omwine — attended and actively participated in the discussions and engagements throughout the summit.
We are particularly proud of our Partner, Donah Loyce Katushabe, who moderated an insightful panel discussion on the Protection of Sovereignty Bill. The discussion addressed key issues including:
• The scope and application of the Bill.
• Implications for businesses, NGOs, development partners, and research institutions.
• Stakeholder engagement, advocacy, and foreign influence considerations.
• Compliance obligations for affected entities.
• Impacts on financial institutions and investors.
• Uganda’s investment climate and regulatory certainty.
• Emerging constitutional and enforcement considerations.
A key takeaway from the discussion was the importance of ensuring that regulatory reforms promote transparency, legal certainty, and accountability while maintaining Uganda’s attractiveness as an investment destination.
At Bluebell Legal Advocates, we remain committed to contributing to meaningful policy dialogue and supporting a stable, predictable, and investment-friendly environment that fosters sustainable economic development in Uganda.
