Bluebell Legal consolidates Tax and Business Risk Practice with Appointment of Donah Loyce Katushabe as Equity Partner
Bluebell Legal Advocates is pleased to announce the appointment of Donah Loyce Katushabe as an Equity Partner of the firm.
Donah serves as Partner in Charge of Business Risk and Head of the Tax Practice, where she plays a central role in the firm’s advisory and disputes work. Her appointment reflects her outstanding contribution to the firm, her technical expertise, and her established reputation as a trusted adviser on tax, insolvency, restructuring, and complex transactional matters.
She advises clients on a broad range of tax and business risk issues, with particular expertise in tax controversy, insolvency and restructuring, strategic transactional planning, and regulatory compliance. She has represented clients in complex tax disputes arising from assessments and enforcement actions by the Uganda Revenue Authority and regularly advises on tax reconciliations, negotiated settlements, and risk mitigation strategies. Her ability to combine tax and restructuring expertise has made her a trusted adviser to investors, lenders, insolvency practitioners, and financially distressed businesses.
Donah also advises on cross-border transactions, project finance, and multi-jurisdictional investments, helping clients navigate complex legal and regulatory frameworks while delivering commercially effective solutions. Her practice frequently involves sophisticated transaction structures requiring the integration of tax, finance, regulatory, and commercial considerations.
Donah is regularly engaged on business-critical matters involving tax controversy, restructuring, regulatory investigations, corporate transactions, and strategic risk management. She is trusted by businesses, investors, lenders, and insolvency practitioners to advise on complex situations where legal, financial, and commercial considerations intersect.
In addition to her legal practice, Donah serves on the Board of the Netherlands Uganda Trade and Investment Platform, reflecting her growing contribution to strengthening trade and investment relations between Uganda and Europe.
As Head of the Tax Practice, Donah has been instrumental in establishing and developing Bluebell Legal Advocates’ tax department into a recognised standalone practice area. Under her leadership, the practice continues to expand its capabilities in tax advisory, tax controversy, restructuring, business risk, and regulatory compliance.
Her admission to the Partnership also reflects the firm’s strategic focus on governance, regulatory excellence, and risk management. As regulatory scrutiny continues to intensify across tax, financial reporting, anti-money laundering, and corporate compliance frameworks, Donah’s expertise positions the firm to respond effectively to the increasingly complex challenges facing both businesses and professional service firms.
Commenting on the appointment, Stephen Lubowa Mwanje, Finance Director of Bluebell Legal Advocates
“The legal profession is changing. The lawyers who will define the future are those who can combine legal excellence with business insight, risk management, regulatory understanding, and strategic thinking.
Donah represents that generation of lawyers. She understands that the most valuable advice is not merely legally correct, it is commercially sound, practically achievable, and aligned with the client’s broader objectives. She has helped shape the future of our Tax and Business Risk practice, and in many ways she has brought that future to Bluebell Legal Advocates today.
The future of successful law firms will increasingly depend on their ability to help clients navigate risk, regulation, and complexity. Donah has distinguished herself as a lawyer who thrives in precisely those areas. Her admission to the Partnership reflects not only her outstanding contribution to the firm, but also our commitment to building a modern law firm equipped to meet the evolving needs of businesses, investors, and institutions across the region.
We are delighted to welcome her to the Partnership and look forward to the leadership she will continue to provide in the years ahead.”
Donah’s appointment reinforces Bluebell Legal’s commitment to providing market-leading expertise in tax, business risk, restructuring, regulatory compliance, and strategic advisory services.
